Replace Akka with Apache Pekko

Akka has a non FOSS Business Software License. Sticking with an old Apache licensed version means no bug fixes or security fixes can be uptaken.

It should be easy to move to Apache Pekko.

@pjfanning Thanks for the suggestion. After our internal discussion, we decided to revert back to Akka 2.6.x and do not have a plan to replace it with Apache Pekko. If you don't have any objections, please close this issue. Thanks.

I can understand why you might delay switching to Pekko but I question why you would not aim to change eventually?
Would you agree that using a version of Akka that receives no bug fixes and that has a CVE is a bad idea?
