Steps to reproduce:

Building ATS for Centos 7 from Repo:Master commit: d012eae
export RHEL_VERSION=7
docker-compose -f docker-compose-ats-build.yml up

Fixed by #6678, though building the ATS RPM for CentOS 7 still fails, fixed by #6680
