TSB creates files owned by root

## This Bug Report affects these Traffic Control components:
`traffic_server/_tsb`

## Current behavior:
When "TSB" is used to create an Apache Traffic Server RPM, it creates a bunch of files under `traffic_server/_tsb/src` that are owned by the root user.

## Expected behavior:
When I run a build, my user should own all output.

## Steps to reproduce:
`./pkg -L -S -s -o ats`
