TP "Clear Table Filters" action does not have a button

This Improvement request (usability, performance, tech debt, etc.) affects these Traffic Control components:

• Traffic Portal

Current behavior:

In orer to clear table filters, the user must click More -> Clear Table Filters. A new users would not know to look there.

New behavior:

There should be a Clear Table Filters button that is always visible. Also, the button should have a cool icon
