[TPv2] Changes to new and edit pages across code base to update title, url

This Bug Report affects these Traffic Control components:

• Traffic Portalv2

Current behavior:

Two issues:
Issue #1:
Change the ASN from 1 to 2, the ASN will have asn: 2 but the title says "ASN: 1". Similarly, issue seen for other pages (Division, Regions, Types etc)

Issue #2:
The page title isn't updated, so it still says "New ASN" even though the ASN isn't new anymore.
Also, the URL still ends with /new instead of ending with the ID of the created ASN
Similar issue seen for other pages (Division, Regions, Types etc)

Expected behavior:

Issue 1:
When an ASN/Division/Region/Type etc is updated the page should automatically refresh and show the updated value.

Issue 2:
When a new ASN/Division/Region/Type etc is created, title as well as the url should change and match that of edit page.

Steps to reproduce:

Go to new and edit pages for ASN/Division/Region/Types etc
