proxy.config.ssl.client.verify.server.policy default should be ENFORCED

The setting proxy.config.ssl.client.verify.server.policy to verify origin cert currently defaults to PERMISSIVE - which allows connections to origin even with TLS errors, but logs the error. I think the default should be ENFORCED
