Run micro benchmark programs periodically

This is what we agreed at the weekly bug scrab. We have some catch2 based micro-benchmark programs now. We want to run it on ci periodically ( daily? ) and see how it changes.

• Update THREAD_FREE macro to only evaluate the _t parameter once. #8725

1. Add a new job of make something like make benchmark
2. Daily job on ci
3. Show time-series data
