Description
This issue is for tracking renaming ci_qemu. There are multiple repositories that we need to update:
- Update image name and scripts on TVM: [microTVM][CI] Rename ci_qemu to ci_cortexm #12281
- Update CI files on tlc-pack/ci: Rename ci_qemu to ci_cortexm tlc-pack/ci#47
- Update CI files on tlc-pack/tlcpack: Rename ci_qemu to ci_cortexm tlc-pack/tlcpack#132
