[CI] Bump ci-lint image to include tools for rust format

Raising this to update ci-lint to the lates build: https://ci.tlcpack.ai/blue/organizations/jenkins/tvm/detail/ci-docker-staging/157/pipeline/

Ci seems to be happy, thanks to @leandron help. so we can proceed to the rest of the tasks:

docker pull tlcpackstaging/ci_lint:20210823-232401-607bb9492
docker tag tlcpackstaging/ci_lint:20210823-232401-607bb9492 tlcpack/ci-lint:v0.67   # already bumped by 0.01
docker push tlcpack/ci-lint:v0.67

• pull, retag, push docker images using command above(needs to be done by someone in the list below)
• submit a PR updating the ci-lint version on Jenkins (once the one above is done, I can do that myself)
• Retrigger [CI][Rust] Move Rust Format Script #8726 (which I can do after last two steps)

I have no permission to upload images myself, so I'm adding here the people I think have access to do so: @tqchen @areusch @jroesch @zhiics @masahi.
