It seems DGL v0.62, which is installed via
pip install dgl, is not compatible with PyTorch 1.10 which we updated to recently. For some reasonbuild_gcn.pywas not actually running (?) until this week. Installing the latest DGL v0.72 fixes this issue.dmlc/dgl#3591
