[CI] Make Graviton3 default AArch64 job runner node

In order to support SVE testing, migrating the current default AArch64 nodes to Graviton3 based nodes.

This is a different error but might be related to the ARM instance change

The jenkins change like this is not tested during a PR CI job, unless the PR is sent from apache (see for example #15062). So we get issues like this after the PR is merged.
