This speeds up mxnet resnet18 by 2X for Relay VM in c5.18xlarge. I believe this generally applies to other models. This matches with
relay.buildlogic(https://github.com/dmlc/tvm/blob/7d71dd8bd7b9b6412568a6860161566071588055/python/tvm/relay/build_module.py#L200-L205)cc @icemelon9 @yongwww @kevinthesun @jroesch
