Judgementシステムのおガバを修正する

max = int(commands[1])+1
random.sample(range(1, max),random.randint(1, max))

random.randint(1, max) がmaxを引いたときにガバるみたいなのだ

ちなみにこのバグのINVESTIGATEにあたって、見るログを間違えて10分ぐらいみんなの時間を溶かしてしまったのだ
