fix: [Certificates] Empty Emails sent

What does this PR do?

This PR fixes the error listed in the issue. Now the when notifyError is called it sends the required error logs to the desired email.

Test Plan

I haven't tested the code yet. but according to my knowledge this should fix the issue.
