##What does this PR accomplish?
This PR addresses issue #6248 by resolving the problem encountered when clicking on the "Copy URI" button of any OAuth provider. The issue involved the incorrect display and partial hiding of the tooltip pop behind the dialog form
Test Plan
To address this issue, I used the appendTo property from tippy.js and assigned it to the parent element containing the input field. I rigorously tested these modifications by locally compiling the project, and the results remained consistent
