What does this PR do?

This PR:

  • Replaces Axios with Undici to fix PKG builds
  • Adds a health endpoint to mock-server to allow CLI tests to work
  • Increases PKG's Node version to 18 so web/stream isn't experimental
  • Deprecates Node 14 as we now need web/stream

Test Plan

Old tests should work as expected.
