Implement helper functions for felis

The lsst-felis package has a different way to handle database schema creation. We may want to create helper functions (eg, create_database_felis) that utilize that to help build the database as opposed to the standard AstroDBkit way.

This is a prototype, but I think it needs more logic (eg, handling SQLite, fetching the schema name, etc):
