Expand the Windows setup script to install and validate the full Athas development toolchain on Windows. This adds Node 22, Bun, Rust, Zig, Strawberry Perl, LLVM, Visual Studio C++ Build Tools, local libclang configuration, and Bun dependency install steps in one place. Ignore setup-local Bun cache and temp directories created while running Windows setup.
