Opening file via command line does not work properly

After installing via chocolatey on windows when in a folder running the command atom index.html results in a new atom instance (not the problem, opening in an existing instance would be good though) with an empty file and the directory down the side is c:\Chocolatey\ib\atom.0.115.0\tools\atom

I would expect the index.html file in the current directory to be opened
