Mmmmh… There is actually no real benefits of merging this since wikiextractor does not support Windows (it fails because of pickling error). I did not see that before sending the PR. |

Add an
encodingparameter in the load_templates function. This is especially useful on Windows where utf-8 is not the default encoding.
