Update release note for Lambda layers in console

Description of changes:
Add release note that new Lambda layer versions are not immediately available in console. Will be removed once deployment to Lambda and Application Signals consoles are complete.

Also updates release note to not show "-adot1" suffix for upstream Otel versions.
