Support resume uploads

We want competitors to be able to upload resumes. This requires:

1. Adding an API endpoint for uploading resumes to the backend. The resumes should be stored in a Google Cloud bucket. The database will contain a link to the correct bucket entry.
2. Updating the frontend to add a `upload resume` button to the profile page.
