Request for new release

Would it be possible to get a new release of rules_python which includes the following PRs?

• Add option to use "pip download" instead of "pip wheel" to download wheels for other platforms #773
• Fix download of Windows Python toolchain on Linux #769

The following PR may also be sufficient for #773:

• Add support for multi-platform pip download to pip_parse #510

Though #773 seems to be the simpler approach and would probably be less effort to merge.
