What kind of change does this PR introduce?
What is the current behavior?
The current pins of dependencies do not support python3.10. Now that
rules_pythoncan provide it's own toolchains, it feels like updating these dependencies is safer to do at this time.Issue Number: N/A

Various packages were updated to support python3.10 as well as pick up some bug fixes and security patches.
