Option to avoid toolchain registrartion

Is it possible to avoid registering toolchains for this repo? It's currently being pulled in by rules_rust for some ios constraints which I'd like to continue doing but I don't want the toolchain registered. How can I pull in just the constraints?

hrm interesting how should this work? we could provide a module extension to allow disabling it, but then if an upstream user from rules_rust actually wanted the toolchain, we'd have to make sure it worked without them having to override whatever rules_rust called.

how do/will you solve this with rules_cc itself? if someone is using rules_rust and it needs CC APIs on macOS don't we want the toolchains to be correctly registered? maybe there's an upstream issue for more context?

rules_cc cc_toolchains can be inhibited with --repo_env=BAZEL_DO_NOT_DETECT_CPP_TOOLCHAIN but this doesn't seem to have an impact on toolchains defined here. If a similar flag could be used that would solve my immediate problem.
