Add fixes for updated omega global loc

• Implement a new method for the computation of omega globalloc input relative mutation rates
• Use the new version of omega

Pending:

• Force the mutation rate option to be activated always that the omega option is activated, at least for the synonymous mutation rate.
• Think about how to solve the hotspots, or at least cancel them from the list of options.
