When not running in a container (e.g. unit test), then QuarkusLocaleResolver
throws java.lang.NullPointerException:
Cannot invoke "io.quarkus.arc.ArcContainer.requestContext()"
because the return value of "io.quarkus.arc.Arc.container()" is null
