Make publicly shareable seat links always available #73
Description
Currently you can only access the publicly shareable seat link for a room if there is a student assigned to it. It would be great to be able to access the link even if there isn't a student assigned to it, for the purposes of communication or for manually re-assigning students without using the seating tool algorithm.
