This is what I read:

Applications without scaling measures (caching, proxies, etc.) don’t respond as quickly as applications without all the scaling bits in place.

This is what I think it should be:

Applications without scaling measures (caching, proxies, etc.) don’t respond as quickly as applications with all the scaling bits in place.
