Description
Add release templates and changelog process based on how we're now doing it with the
bdkrepo. Also add development cycle doc.Notes to the reviewers
After this PR is merged we will not update the CHANGELOG file for new PRs. The CHANGELOG file will remain in the repo as documentation for past releases.
