Align notifications page with ui_config styling

• apply ui_config background, font, and font color to the notifications page
• theme the notifications tab bar with cast button colors, font color for inactive tabs, and the specified gray background
• update notification rows and borders to use the ui_config colors and semi-transparent gray separators
