Move the Contributing section to CONTRIBUTING.md document, which GitHub considers a best practice: https://opensource.guide/starting-a-project/#writing-your-contributing-guidelines. Going forward we can add to the CONTRIBUTING.md to facilitate more participation.

Refer reader to issue about Bootstrap 4 and Rails >= 5.1.
Fix contributing link.
