Partial Editing Issue

In the version 3.5.4: when edit a partial it checks for a uniqueness of name/format/handler combination in all partials in the system including deleted, so if there is a deleted partial with the same name the system will not allow you to update a partial.

This is also a problem during upgrades to 4.0.0 if there are deleted partials with matching names. Probably need to update DynamicView's uniqueness constraint to:

validates_uniqueness_of :name, :scope => [:format, :handler, :deleted],
                                :message => "Must have a unique combination of name, format and handler"
