Sync template VS Code settings from root .vscode

Summary

• Sync template/.vscode/settings.json.jinja from root .vscode/settings.json via existing scripts/update_files.sh workflow.
• Apply pre-commit autofix (EOF newline) to template/.claude/skills/cron-scheduling/SKILL.md so just ci is clean.
• Regenerate freshness dashboard artifacts (docs/repo_file_status_report.md, assets/*) after committing, so the report reflects updated Git history.
• Fix docs/repo_file_status_report.md trailing newline so pre-commit passes.

Why

• Keeps generated projects’ VS Code settings aligned with the meta-repo’s canonical .vscode configuration.
• Ensures CI/pre-commit passes without uncommitted formatting deltas.
• Keeps the freshness dashboard accurate and up to date.

Notes

• launch.json and extensions.json were already identical; only settings.json.jinja changed.
