Running using a custom self hosted runner on windows - fails on install

Getting a series of errors for a custom self hosted runner (which will save all the installs) .

Run bufbuild/buf-setup-action@v1.50.0

i am thinking that you ought add a check - if the version is installed already - then just don't install

my workaround was to make sure i had the cli installed globally using scoop install buf --global (its a windows runner) that way every account on my self hosted runner service account had access to buf commands through the standard PATH - it works now - but still - you ought have that check for persons who don't have admin access to their self hosted runners

Hey @williamohara, this action has been deprecated in favour of the unified buf-action. I believe this issue has been solved in the new action. Please check out the docs there and the migration guide. Let me know if you have any issues.
