[Feature]: Sync onboarding status

Problem / Motivation

Currently onboarding status is saved only to local storage so the welcome tour is seen every time a user uses a new device or clears localStorage. I'm not sure if this is desired so that onboarding can be seen again on new devices but if it's not I think storing onboarding status in synced settings would be an improvement.

Maybe even store the specific step seen or revision of onboarding so it can be shown again if new features are added.
