[Bug]: Files settings show in user settings even tho Files are disabled

Description

i disabled the Files section in the admin interface.
but as a user i can still set settings for them.
also the menu item re-appears when i got to the admin interface

Steps to Reproduce

1. disable files in admin
2. go to user settings of admin interface after reload
3. see options for files settings for the user and menu item in admin dashboard

Expected Behavior

Files sections are hidden

Actual Behavior

menu item and functionality is correctly disabled for the user
