There is no reason to allow calling finish without calling finalize_definitions.

This removes the need for end-users of
cranelift-moduleto callmodule.finalize_definitionsbeforemodule.finishis called. It is fine forfinalize_definitionsto remainpubbecause the implementation calls.drain()on all relevant data, so it will never be finalized twice.N/A, no new features.
