Validate package namespaces and names are all lowercase characters #245
Description
Pending the change to the WebAssembly Component Model spec: WebAssembly/component-model#299
Enforce package namespaces and names to be all lowercase characters. Also, simplify the operator log's LogState namespace IndexMap.
