Primary goal here is to get #2143 into wasmtime. Secondary goals are:

• Update wasm-tools/wasmtime for recent async component intrinsics
• Fix a panic in wasmtime with Prevent over-deep type hierarchies in wasm-smith #2143
• Push out refactorings/changes from Prevent over-deep type hierarchies in wasm-smith #2143 and related PRs
• Implement some fuzzing debugging in Wasmtime with Add a serde crate feature to wasm-smith #2142
• Enable updating the upstream spec test suite in Wasmtime with recent fixes

My current plan is to wait for #2148 to merge first, but that's not a hard requirement (no pressure Keith if you see this)
