growpart not working well for environment using UTF-8 encoding. This patch forces growpart command to use C locale. Signed-off-by: ushen <yshxxsjt715@gmail.com>

Hopefully the root issue has been fixed: https://bugs.launchpad.net/ubuntu/+source/cloud-utils/+bug/1928167 , but either way, this looks good.
Waiting on the CLA signature from the other PR now.
