Additional Context

I think I understood the instructions correctly:

  1. I should submit this PR in advance of submitting a PR with code changes
  2. I should submit this PR even though I previously signed the CLA on Launchpad on 2021-01-25, because this is my first time contributing to cloud-init specifically
