Proposed Commit Message

integration-reqs: bump pycloudlib pinned commit

Main reason: use variable expansion in pycloudlib.toml in CI,
see a16ba9a5bd1778da295e4cbb77164bb8a248466.

Additional Context

Jenkins sets credentials files in a temporary random location, exposed
via an env variable. Being able to reference this variable directly
in pycloudlib.toml simplifies secrets handling in Jenkins.
