This commit updates the title of the documentation on CLI commands to reflect that it is now categorized as reference material rather than a how-to guide. This commit also updates the label for the top-level header of that page, and updates all references to that header in the documentation. This PR moves the page that describes CLI commands from the how-to guides to the reference material. In the process, this PR also changes the title of that page as well as its label to reflect its new categorization.
