Support client-side static render of workflow in capact CLI

Description

It would be useful to allow the capact CLI to bundle locally defined policies, parameters and combine them with specified hub (or local) content to render the workflow artifacts in a local directory hierarchy.

Reason

• In the case when Capact engine could not be installed on a target environment, this would provide a starting point in leveraging the available content for a specific user need.
• This could also be used for specific user integrations where the current execution flow is unfeasible.
