The new version uses Webpack to bundle resources, and will work with the new CartoCrow frontend binary instead of separate binaries for each tasks, simplifying the code.

This branch is a complete rewrite and does not contain any material parts of the existing code. This seems a good opportunity to relicense to GPLv3.0 which is the same license as CartoCrow itself.
