What?
Updates the minimum target framework version across the solution to 4.6.2, following discussion around target frameworks for v5.0.0 release (see issue #597).
Why?
4.5.2, 4.6, and 4.61 retire on April 26, 2022 (see https://docs.microsoft.com/en-gb/lifecycle/products/microsoft-net-framework).
