fix overlapping markers

- one marker per snitch that displays all names that have this snitch as latest known pos, within recency limit
- known snitches without recent hits are displayed in gray or semi-transparent, could be loaded from SnitchMaster `Snitches.csv` or via Kira `/jalist`
