Summary | Résumé

This version of New Relic includes performance improvements around package metadata discovery which made New Relic slower in version 8.10.1:

BUT... we can also altogether disable the package discovery process via the package_reporting.enabled New Relic property that this PR sets in the newrelic.ini file.
