update googleapis -> 37.1.0

The new version has support(feat.) for adding user agent as a client header (https://github.com/googleapis/nodejs-googleapis-common/pull/76/files), will unblock long pending issue: #194 and PR: #214.

Other noticeable changes for us:

• fix: accept lowercase env vars (fix: accept lowercase env vars googleapis/google-auth-library-nodejs#578)
• use gaxios for HTTP requests instead of axios (refactor(deps): use gaxios for HTTP requests instead of axios googleapis/google-auth-library-nodejs#593)
